Can I edit the place of issue on my visa application at the embassy?

You can't edit. But I think Shanghai is right. As long as you selected your country as country of issue. In my application I chose Costa Rica as country of issue and Seoul as place of issue and had no issues. (Nedless to say, my passport literally says Place of issue: Seoul).

Not allowed at most embassies.

Which nearby countries to Thailand offer the fastest e-Visa processing times?

No place would guarantee it to be approved within one week. Two weeks is the bare minimum, true that a few people has gotten it faster, but those seem to be the exception, not the rule.
