It would seem by the comments the TM30 hasn't been explained. When every immigration office has a different interpretation of how it's managed, there isn't an easy interpretation. People need to figure out how their district office wants you to deal with it.
He only needed to make one typo and it's rejected. Even things which most countries would overlook as a genuine mistake will result in a rejection. So you need to start again and of course pay again. I didn't change the date from 2023 on my date of birth, they pointed out my mistake and even told me my actual date of birth, rejected pay again... Welcome to the land of smiles.
