I believe this is incorrect. I cancelled my ED visa a month earlier to be eligible to apply for the DTV.

Edit: but yeah pretty sure your application would be auto-rejected if still inside the ED visa.

Yes, I'm aware, which is why I'm in Vietnam now...having done exactly that. The staff member spoke fluently and was surprised that I was doing exactly this.

To be fair this could be 7 working days, still waiting and probably had timer reset again. Could be useful information for some, it was/is for me as I need somewhere to go before 31st.

Out of interest why is it hard to obtain a work permit? Haven't ever looked into this but just assumed it was fairly simple: if they want more tourists, why would they not want more workers? A rising tide raises all boats
