 so I have to renew early then wait for the arrival of the new certificate to take to immigration.

 that’s a bit misleading I think. The original o-a will expire on that date. It’s the date of the entry stamp in the passport that will dictate when an extension is required. Nov 2022 is possible if played right.

No re-entry permit is needed you will automatically be given another year subject to the COVID entry requirements.
