Probably mate, as this is not standardized for every embassy. But you have a point. This is a clue indicating it is better to wait the whole visa process to be finished before coming to Thailand or even travel in an other country that the one you applied the DTV

It seems people are doing fine when applying DTV visa from outiside Thailand, then come to Thailand without waiting and activate the DTV once they receive it....

Please share with us the story where it happened. Because it is always the same 2-3 people that say exactly the same about that. It is very complicated for the immigration to see if you applied for a visa and come back on visa exemption. A wise officer might spot you were in the country at the time the visa was issue but there is no explicit law that forbid you to come while you are waiting the visa...The general rule is : You must apply for a visa from outside Thailand. That's it.

Do not forget the income option : You also could get a letter from your embassy stating that you earn more than 40.000 per month.
