the general public and common sense decides. Just because you say you are offended does not make the comment offensive. Firstly, this would give any group the right to shut down all criticism whether justified or not just by claiming offense. Secondly, when you are offended, nothing bad actually happens to you, except what you have created on your own mind. There is nothing actually wrong with offending someone as such. Actually, it is impossible to have any intelligent conversation without risking offending someone.... all conversation would become so politically correct that nothing meaningful can be said at all!
