Even if the govt was willing, most Thais just don't have the money that would be needed to get a proper theoretical and practical education. So yeah, that's not gonna happen.

I had my German passport issued in Hongkong. So far when asked about this in various forms I always put in Germany as place of issue and never had a problem. So I'm guessing she should have China in.

Yes, that's no good and if don't have a HKID, as far as I understand you need to apply from Germany and follow their local embassy rules, which appear to be a little bit different than HK (I looked it up before briefly)

Sounds like border scam. Why would they ask Thai language skills, that's totally irrelevant? What was your point of entry?

You use the wrong strategy. Try only BKK bank and in super touristy/foreigner heavy areas

Well with the price of a DTV you don't actually need to commit for five years. Why the OP does not want to visit the country for a short stay before pursuing that route is beyond me though...
