Can I process my e-visa through the Thai Embassy in the UK and get my Certificate of Entry from the embassy in Laos?

I’m currently in Laos and planning to enter Phuket sandbox. The Thai embassy in Laos aren’t processing e-visas at the moment, but are able to issue Certificate of Entry. I’m a UK citizen, does anyone know if it’s possible to have the e-visa processed by the Thai Embassy in UK (all electronically) and the CoE issued by the embassy in Laos? Or do they both need to be issued by the same embassy (not possible for me as CoE must be issued in current country so cannot be done by UK)

I’ve not seen any posts of people having done that but it certainly seems plausible. When applying for a CofE they ask what type of visa you have, not where it was issued.
