All nationalities are eligible for the DTV, at least I'm not aware of "restricted" nationalities, despite some phony websites claiming to list the "eligible passport countries". I know a guy from Ghana who got it and has entered without a problem via BKK. The official MFA website section about the DTV doesn't mention any restricted nationalities.

Be aware that depending on the consulate you apply at, the 500K baht savings amount in another currency and application fee may vary somewhat from the published numbers.

Pakistan applicants have additional documents to submit, you should contact the embassy you are applying from to know what you need. A recent post by a DTV applicant from Pakistan will be in the threads.
