From my understanding and the posts here, Thai banks stopped opening bank accounts for DTV visas 3-4 months ago, with the exception of TTB Bank. Less-regulated countries like Thailand tend to act after learning from situations like this, and this case is one example. I also agree with the information you provided. Your document is so well written, it's hard to believe it's for the Thai banking system, and I still don’t believe it. I think the document applies to only one specific bank here, not all of them.
I also have a well-written, updated document. Now they've added the requirement for a payroll account, which I believe is not a well-prepared excuse.

Look, TTB Bank is the only bank providing accounts for DTV visa holders. I’m pretty sure that even today, and in the future, DTV holders will still be able to open bank accounts at TTB. I shared an official document in one of my previous responses—you can check it. It clearly lists the necessary documents, and it’s an updated version.
Does showing an official document change anything? No, it doesn’t! But explaining what I’m going through is important. Other banks don’t open accounts for DTV holders at all—am I visiting them or complaining about them? Of course not. I’m not complaining about something I’m not entitled to; I’m complaining about what I’ve actually experienced.
So let’s see if other DTV holders in this group are able to open bank accounts at TTB or not. It is truly impossible for any DTV holder to open a payroll account here.
I took this on January 20. You can see that the document was updated on January 16, and today is February 7. If they were actually following the written rules, what exactly are they following?
