Here is the key line about applying for a new Non OA from a Thai Embassy/Consulate: – an income certificate (an original copy) with a monthly income of not less than 65,000 Baht; or
– a deposit account plus a monthly income totaling not less than 800,000 Baht. In Mr. McManus' case a document from SSA would suffice. I have applied for 3 OAd's in the last 5 years and a letter from my Government Pension board certifying that I make more than the min 65,000 Baht in equivalent US Dollars was always accepted. 100% True. Got a new OA in Jan at the LA Consulate. Upon arrival at BKK in Mid February immigration stamped my passport until the end date of my health insurance policy. Also, I purchased a policy from a Thai Company that meets the OA and Covid 19 coverage requirements.
Since your OA was issued on March 3, 2020 then you have up to one year from this date to make your first entry. But keep this in mind, the IO at the airport will look at your health insurance policy dates as well. Make sure the policy is still active. I made entry at BKK in February 2020 and the IO did look over the dates on my TGIA health insurance policy documents.

The mandatory insurance for entry has a minimum policy limit of $100,000 or just over 3 Million Baht. It can be confusing and one has to be very careful what policy to buy.
