Usually it was 30 days after but last year they sent me back and I was told to come back on the expiration date. Office is Samut Prakan

They had parking on the back of the building. I used to drive there very early in the morning, don't know about now tho (moved to Samut Prakan a few years back)

You will need it when you will do the annual extension, some districts also want it for 90 days report, re entry permit and residence certificate.

It's required in my province (Samut Prakan) anytime I'm back from overseas.

What are the best options for purchasing a SIM card in Thailand for international use?

If your phone is locked, you can buy a cheap unlocked phone with a Thai SIM and use it as a Wi-Fi hot-spot. Otherwise, go to AIS counter at airport (at arrivals) and they will set up the SIM and data connection in less than 10 minutes. Other companies like True and DTac are also good
