that's exactly what I meant. If you have retirement stamp issued from Pattaya, then moved to Phuket, once the Pattaya stamp is expired you cannot renew it like you used to at Phuket. You might have to leave and come back in and re-start the process. If they find out you spent more time elsewhere in thailand rather than your registered address for the visa, you could be fined too, esp, retirement visa.

saving of 500k, if not healthcare policy which cover the whole of your stay will be needed. The whole of your stay I assume it's 180 days minimum, let's say 10 months. Not sure if anyone has gone for this option.

If you have been extended for the last 3 years the dip below 800k but not below 400k from after your visa was issued between 4th month - 9th month then it's acceptable. 800k has to be put back in again for 3 months before your renewal date.

that makes sense. unfortunately, IMO of different provinces will not accept continuity of your visa, you have to re-start your visa again. Same as for retirement visa.

you could probably try it yourself in BKK or Pattaya branches of Bangkok bank.
