I got a tourist visa in Abu Dhabi. Was easy but you need bank statements and an employment letter. Dropped everything off and picked up passport with visa the next day.

I contacted Dubai thai embassy and they asked a lot of stamped papers - there might be agents in Dubai that can arrange it still looking for the info
