That is the most useless write up I have ever read and it provided NO useful information to anyone wanting to make the run on their own.

I think we're done :/

I still don't understand why people go to Penang. I find KUL pretty straight forward with no agents. Maybe people just don't know what they don't know or where to find the information.

40.000 Thb for not getting a Visa. He visited 3 times Phuket and none of the foreign volunteers where available and the hand outs with requirements where not there? You need to be brave to do this on your own, I would say sue the agent who framed you out of 40.000 Thb for doing nothing. Yes, I agree the website is in Thai, but he works for a Thai Company, please don't tell me that all these Thai employees can not read Thai.

Or he paid an agent for a Work Permit and thinks that a Work Permit is a Visa.

It is about Immigration Office in Phuket, he was told now go to Penang. So he did not get the Visa in Phuket.

Is that even possible in Penang?

The quicker ALL these consulates and Embassys move over too the Singapore model of electronic applications, the better for all concerned.
