Some local expats told me that the Chiang Mai immigration office is open on Sundays for filing the TM30? Can anyone confirm this? If so, what are the hours?

Weekends it is only for repeats. If it is your first TM30 they will tell you to come back Monday.

Sat. & Sun. open ground floor reception only (not open upstairs, upstairs open Mon-Fri). Must have your correct address (in Thai is helpful to them) - mornings and early a'noons.
