the revenue from visa fees is minimal compared with the economic benefit of tourism. There has been quite a bit of research on this and moving from visa to visa free has resulted in huge economic returns for countries that have done it. The stated point of all this is to increase tourism to boost the economy, as they figure tourism is one of the few things that could have a short term impact.

said he linked his bank account with Lazada Wallet. There are certain advantages to being able to use that, such as extra discounts, I had Shopee Wallet for a long time but they took that away from foreigners due to Thai regulations.

the bank account link doesn't work if you are a foreigner and the bank requires a Thai ID to link, as some of them do.

you can use QR code to pay on Shopee as well. Not sure if Lazada have it yet.

I think proof of funds is fine if it doesn't have to be moved into Thailand.

I doubt they'd stop extensions, I would guess that would still be an option.

Besides the out of province ATM charge there can be a wide range of things you need to go back physically to the branch you opened it at, so best do it near where you live.
