Try Ho Chi Minh consulate. I did my Non O there yrs ago. Very straight forward as long as your docs are in order.

Go to banks inside big malls where they get a lot of foreigners/tourists. They usually have staff that can speak English well there. Sometimes they reject because they don't speak English well enough to explain the rules and regulations.

They won't have any prob getting 30 day exemption but will have problems if they want to work and get for example, Non B. I went thru this personally and it was a PITA.

You are correct. They must cancel visa. It isn't automatically canceled just by them leaving.
