Why are Thai Embassies in the US and Canada still stating that land entry visa exemptions are only for 15 days?

I just noticed that the Thai Embassies in the US and Canada are still claiming that a Visa Exemption on entering by land is only good for 15 days!! Do these folks not get copied on Immigration Police rulings??

Do I need to show bank statements for a 60 day tourist visa at Vientiane? If so, how much? I believe I read that they might ask for proof of 20K in baht at the border, not sure if this is cash or bank statement. Just want to make sure before I take the trip this weekend. Thanks everyone!
