You need to read my comment about VOA costing 2000 baht for 15 days which is correct. You tried to tell me it was free and 60 days. FAIL! You've much to learn about Thai visas
My wild guess: because children under xx years can't be charged for overstaying and over xx but under 18 can be charged but not deported. Seems the parents are trying to save the $400 each for their children visas.
my understanding is children don’t get penalized for overstays, but that doesn’t mean immigration doesn’t vet their paperwork/expected time in country when arriving. If you have parents who are saying to the immigration officer you will be here for six months and then you are showing that the young kids only have coverage for a much shorter time, won’t that potentially be an issue for entering (even though we know they won’t be fined for overstay later on)?
Part of the immigration entry process is for immigration to examine if they believe a person will follow policy/rules or not. If they see that the parents are entering for 180 days, have no onward flights and the kids are entering visa exempt, which allows 60+30 days, they might suspect you plan to overstay the kids and they can start to ask questions.
