TLDR : Answer Summary
You can typically apply for a new Non-O retirement visa extension when you have 30 days or less remaining on your current visa. Therefore, for your case, you can apply anytime after June 18th, as your current visa expires on July 17th.

As a general rule you can apply for a new year extension when you have 30 days or less left on your current stamp (Some offices are 45 days but figure 30 or less and you're always good)
Tod Daniels if someone applies 30 days earlier, does he/she lose (waste) 30 days from the extension or does the immigration extend it from when the 1st extension would finish?
samui and jomtien seem to enforce that rule for tourists on visa exempt/60 day entry stamps

Most immigration offices accept the year extension application when you have 30 days or less with your current stamp. I think Samui, too. But let's see if someone knows. Or try to post on Samui related groups you may get the answer quicker.
