I would like to know when I can apply for the one year extension on my new Non-O retirement visa. My 800k baht has been seasoned already for Six months so not a issue. I have been told 2 weeks before my 90 Visa expires and also 1 month before by two different IM at my Nakon Phanom office. I would like to apply as soon as possible because I need to leave Thailand 3 weeks before the visa expires.

All officers accept extension 30 days before your stamp expires and minimum 15 days left. Some immigration accept extension 45 days prior, Chang Mai, Bangkok, Phuket, Koh Samui and some others.

You need to ask your local office "Exactly when is the EARLIEST you can apply for a 1-year extension", not just "When you can/need to apply for an extension". They may give you just a "don't be in the last minute" type answer to your latter question, it could be one week or one month.
Most offices accept a 1-year extension when your stamp remains 30 days or less.
