What is the process and requirements for registering for TM30 online in Thailand?

If it helps anyone I registered for TM30 last weekend and got my username and password yesterday meaning it took exactly 7 working days. This is from Bangkok immigration office 2. The tm38 app looks really easy and straight forward. I attached a passport copy and front/back of title deed. No blue book.
