TLDR : Answer Summary
When moving to another province in Thailand, you must file a TM28 form to change your address with the local immigration office. Additionally, your landlord or yourself needs to file a TM30 form for notification of a foreigner residing at the new location. This will allow you to continue your 90-day reporting with the new immigration office.
You go to the immigration office and if they use it you file a TM28 change of address form and your land lord (or you) file a TM30 (notification of foreigner in residence) then you can use that office for your next 90 day report
Drove an hour to immigration today to file for change of address only to find out they want a letter from the head of the village to verify I am living there, they wouldn’t accept my girlfriends ( owner of the property) say so

It is annoying when you live over an hour each way from the office but like you say not much you can do about it

We should be able to get the letter this evening so I’ll try again tomorrow
that's crazy, if the property is owned by your g/f she should be able to file a TM30 for you stating you reside at that property and that should be enough for you to file a change of address.
I just can't understand the officers up there making people hoop jump like they do
Sadly Korat is known as a nit-picking immigration office (actually it's just one officer there who tries to make people's lives miserable) but there's not much you can do about it
