Do I report to immigration at my new address to register or just wait till my next 90 day report (April) . ?

When you move you go to the immigration office that serves that area and file a TM28 (change of address <- if that office requires it)
AND
either you or the land lord files a new TM30 on you showing you're registered as staying at an address served by that immigration office so you can do your 90 day reporting there going forward
