What is the correct place of issue to list on my application if my Mexican passport was issued in Shanghai?

Hello everyone, I know this question has been asked plenty of times but my situation doesn’t quite align with the similar ones found in search. I am applying in Ho Chi Minh as a remote worker. The question is the place of issue for the passport, my mexican passport issued in Shanghai has a remark about issuing state code as MEX and just a remark in the right bottom as SHANGHAI. Is it correct to select Shanghai as place of issue even if on the passport there are no exact remarks for this as “place of issue”? Thanks so much in advance

Should be Mexico as Mexico is the only country that can issue it .

Maybe you can post another picture with more than MEX visible, obscure your name, birthdate, sex, and passport number, but leave all the other fields intact.

The place of issue is always your home country.

So Mexico

Mine says Swedish Consulate in Bangkok, but I have to write Sweden. The one time I didn't, they sent me back to get a new form at immigration
