if your friend doesn't qualify for a Thai bank account, he cannot get a retirement visa inside Thailand at the moment! Agents are unable to open bank accounts for people on touristic entries

if you entered Thailand on a 90-days Non-Imm-O retirement visa, you can open a Thai bank account, transfer the 800,000 THB and apply for the 1-year extension as soon as the money has seasoned for two months. Agents are still able to help you under this scenario. However if you entered visa-exempt or on a tourist visa, agents at the moment cannot help you with opening a bank account, which is a prerequisite to apply for the initial 90-days visa and the 1-year extension
