Seeing as the new amnesty didn't start yet (it starts on Aug 1) how about we wait for the official release, the proof that it's published in the royal gazette and the police order that spells out how it will be interpreted BEFORE we start worrying about what to do when it ends on Sept 26th?
IF I had to guess I'd say you'd need a NEW letter more recent than the one you have but that's just a guess
