What I would like to see if someone with an O-A visa, retirement extension, and official  mandatory health insurance re-enters into Thailand and lets us know whether the insurance is noted in our immigration record so we do not need to carry the insurance certificate with us every time we re-enter the country.

Carry the Certificate with you. Its only ONE PAGE. Its supposed to be entered by the insurance company into your Thai Immigration record. Or if you have the Certificate issued by foreign insurer...give a copy to Thai Immigration when in Thailand.

They are or do have a data base that eventually everyone who uses one of the 12 approved thai insurance providers will be in but at this time I think it's not even in beta testing. :O

Of course, it should be evident to immigration if someone with an extension issued after the end of October re-enters, that they have the mandatory health insurance or would not have been granted the extension. Also, if the extension granted is less than one year, it would be another indication of this since since the extensions go to the expiry of the extension. But that may be assuming too much...
