TLDR : Answer Summary
The user inquires whether they must return to Thailand before their 90-day report date, given that they checked out three weeks prior and hold a NON-O retirement visa with multiple entry until December 3rd. The comments clarify that the reporting obligation ceases upon departure from Thailand, and the countdown for the next report will restart upon their return. Additionally, it is advised to ensure proper re-entry procedures were followed before exiting Thailand.

I have multiple entry visa.

No need, it will start counting again when you arrived

Ignore that piece of paper. The need to report stops the second you leave Thailand. The clock restarts at day one when you return.

You’ll have to manually work out 89 days from the day you return to figure out your next due date.

So; theoretically, somebody can stay in Thailand without having to submit a 90-day report.???

You only need to report if you stay 90 consecutive days within Thailand. If you never stay that long you never need to report.
