Yes, you must be outside Thailand. Got approved in Laos recently.

- Thursday: entered Laos

- Wednesday: paid the fee cash in THB (you can do Mo-Fr 9-12am and need the payment QR printed)

- Thursday: got invited for an interview on Monday

- Monday: had the interview, where I was ask some personal questions and had to show my online banking

-> got approved when I left the embassy

-> 4 business days from payment

Yes it matters. You must travel outside of Thailand to apply. You go to the country you want to apply from, make the application, and remain in that country until the process completes

You'll need to be out of Thailand and stay in the country of application until confirmation.

You MUST be in the country you apply from , you CANNOT apply from inside Thailand. You will be asked for entry stamp and accommodation booking for the country you apply from along with copies of every page in your passport
