It used to be quote difficult. It got a whole lot harder on Feb 17th with new Bank of Thailand directive and published in the Royal Gazette. Foreign account holders are being asked to provide country of Tax residency and their Tax Number too

I tried Agents and banks in Bangkok, I’ve also done in Khon Kaen…

this was 2 weeks ago and still ongoing… no success whatsoever so your chances are next to none opening an account now.

Everyone will tell you the same unfortunately.
