Try opening one as a citizen in the UK. I had to jump through hoops to open HSBC in UK and I had an account with them in Singapore. I paid for some expedited process in the end.
Wise is very good. I use that. It is a multicurrency online account you transfer funds to and it will exchange money into the currency of your choice. You then use the card in the currency eg THB. Despite the recent clampdown, you can still open a bank account via an agent as Greg mentioned. The cost to do so has increased though.

It’s like any other debitcard and a exchenge booth in one, you put money into the account in any currency, and go to ATM and withdraw the money in Baht.

There is an agent in this group can help you in Bangkok. Cost depends on passport you hold but it is not cheap compared to other locations

Not happening right now new regulations and a huge crackdown last week agents won't even do it right now
