If she is outside of Phuket at the moment no.

I am in same situation and hoping it will change.

When i booked my shaba hotel we told hotel and no problem joining if she could get into Phuket

flights are open, but only Thais who work or live in Phuket are allowed to fly at the moment. We have a friend who works with goverment and they are talking about allowing vaccinated people to fly.

Just keep watching news, if anything changes i will post here.
