A Non O valid until March 1 has a valid, unused Re-Entry permit for this Non O. A new Non O (valid from March 1) has been issued, but there is no Re-Entry permit for it. Is it correct to assume that a departure and re-entry made from February 10-15 can be made using the Re-Entry permit for the current Non O?

Doubtful EITHER of those are actually Non-O visas ๐ฎ
And instead it sounds like you have a year extension that is valid until March 1st 2025 AND a re-entry permit valid until the same time.
Then it sounds like you already got a new yearly extension good until March 1st 2026.
That is a good question and I never had an instance that I can remember where someone got a new yearly extension
BUT
used the still valid re-entry permit from the previous years extension to exit/re-enter the country before that re-entry permit would expire..
It would most likely work ๐ Seeing as you are entering the country on or before the expiration of the still currently valid re-entry permit
AND
you'd get stamped in until March 1st 2026, the current expiration of your new extension.
I sure would ask the officer at passport control though BEFORE I stamped out
All it would take is for the officer to interpret that once you get a new yearly extension anything you got on the previous one is void to run you right off the rails ๐ฎ If that was the case, it'd cancel your extension when you leave.

that is the question I don't know the answer to ๐ and I think erring on the side of caution and getting a new re-entry permit which would be thai'd ๐ฎ err tied to the current extension would be the way to go
I personally wouldn't want to chance it then find out when I stamp in the officer says, "Nope can't use that re-entry permit to get stamped in on your new extension"
That would mean you lose everything and start all over from a 60 day free stamp๐

What I am not sure about is that IF they got a new extension for another year but were exiting/re-entering during the time the OLD re-entry permit was still valid would they get stamped in for the expiration of their new extension or not
As long as you ENTER the country before a re-entry permit expires you can use it. I could not find anything that says it couldn't be used on a new extension as long as you entered before the re-entry permit expired
Isn't the danger that the re-entry permit would just allow re-entry up to "Valid Until" date which would have been what it was originally issued for?

Hi Tod, it's a retirement visa issued inside Thailand. The exit would be by land, so I imagine the safe thing would be to obtain a new re-entry stamp at immigration or the airport before embarking on the trip?
No, it is a year extension from 1 march 2025 to 1 march 2026, a so called extension of stay. This is no visa anymore. I would not take the risk with the former re-entry permit. If it goes wrong, you have to start all over.
