I wonder: if the 90th day falls on Sunday, is it possible to walk in the immigration office on Monday without incurring a 2,000 baht fine?

Sounds like you applied online too late as the online window for applications has been recently reduced to 15 days before the due date until 7 days before. Once you get within one week of the due date you report in person (unless you get lucky online) so be prepared.

That is no a problem. 90-day reporting window for in-person at the local immigration office is from 15 days before until 7 days after the due date.
You will be fined if you go later than this window.
The day of the week doesn't affect this 3 weeks as it is 3-week's period already.
