Correct. I had big time trouble when I did a private visit for a few days when I visited Siberia years ago.
I decided to act stupid, pretending not to understand the language. In the end they stopped the plane from departing and brought me to the plane (already in the takeoff lane) in a military jeep.
Obviously they were soliciting for a bribe but I decided not to give in. That was kinda exciting when I saw the plane already moving from the boarding terminal… 😧
