Asking for a friend (no really) from the Netherlands who is already an odd 30 years married to a Thai lady living in the Netherlands. Now they want to move to Thailand. Can he arrive as tourist without any visa and then in country apply for extension of stay based on marriage to a Thai?

If he is from the Netherlands and he can show 40K (retirement) income to the Netherlands embassy in Bangkok. Then they will supply a income statement valid to apply for the Non O and 1 year extension.

As long as he meets the requirements for an in-country Non-O visa and following 1-year extension based on being married to a Thai national, it is possible. Those requirements are immigration office-specific. He needs to check with the local Immigration office where they are going g to live for detailed requirements.

keep in mind Chiang Mai requires 21 days or MORE left on the entry stamp or the 30 day extension from it to apply for an in country Non-O visa, so it'd sure buy him more time comin' in on either a single entry tourist visa OR a 90 day Non-O based on marriage before he comes here

In Chiang Mai you need 21 days or MORE left on your current stamp to apply because they have a 20 day under review period for Non-Imm visa applications

He needs to be fast enough to settle in Thailand to apply in-county Non-O. Maybe getting a Single Entry Tourist Visa is one of the ideas to secure the time in Thailand before he applies for it.
