Iโm on a 60 day TR visa (exp. May 27th), and got a 30 day extension on top of that today, and now I hear May 24th will be the last chance to apply for covid extension. My question is: Can I apply for covid extension before the 24th, even if I go to the immigration office while still in my initial 60 days?

Each immigration office is different. Some you just tick the box and get your extension. Some need a reason. Some don't offer anymore.

Yes, you an apply. But be aware countries are opening up, International airports in Thailand are being used to leave Thailand and on top of all, land borders are also open to leave. But you can always try to explain why you can not travel in the next few months.
