I am currently on an expired medically extended tourist visa (visa exempt -> extension at CW -> medical extension at hospital) and am on amnesty.  I have a non-covid ailment and need minor surgery, which I would recover from before September 26.

My questions are the following:

1 - would I be able to use this surgery as grounds to apply for a Medical visa? And...

2 - would I be able to convert that medical visa into a non-b (i have an employer ready to support documents)?

Thanks. It was a long shot and circuitous way to get a non-b (been waiting 6 months now...), but seems like it's impossible. Appreciate the advice.

To my knowledge, You can not convert an extension of stay based on medical reasons to an extension of stay based on employment.

Amnesty is valid until Sept 26, and you do not need to submit any documents. You can get medical treatment on any visa.
