He said that it’s not possible to get a 60 day tourist visa in Dubai at the Thai consulate, but can use exclusively visa on arrival.

There is nothing listed on the thai consulate website that says S/A passport holders can't get tourist visas from the thai consulate in Dubai;
Your friend can get a 30 day visa exampt on entry. I don't think he can get a single entry tourist visa in the UAE without citizenship or residency though.
not in SE Asia, I know most consulates in Malaysia won’t sell it to them. I also know most of the thai consulates are restricting issuing of visas to only the citizens; Non-british people can’t get a Thai visa in England, for example.
