German national - If I get a 30 day tourist entry with a potential 30 day extension, can I leave the country (by air) and return to get the same 30 day with a potential 30 day extension? Or does this ~60 day is the total for 360 days? Like a maximum stay of 60 days for a year?

IF you are planning to stay LONGER in Thailand, suggest you get the METV multiple entry tourist visa in your home country before you fly to Thailand. With planning it can get you up to 9 months stay in Thailand with a few simple LAND BORDER BOUNCE entries into Thailand.

IF you want to stay longer you can do a simple LAND BORDER BOUNCE to get a New 30 day Visa Exempt Entry STAMP.
PLUS one 30 day extension of stay at your local Thai Immigration office.
You can do a maximum of 2 LAND BORDER BOUNCE entries into Thailand Visa EXEMPT.
Also you could fly out and re-enter Thailand if you want and IF you don't have a recent history of staying in Thailand.

You most likely won't have any issue
BUT
if all you're wanting to do is bounce out and back to get a new free 30 day entry stamp just bounce out-n-back by LAND with a service who takes people to the border and back every day in the area of thailand where you stay.
you aren't gonna live here on free entry stamps and 30 day extensions if that's what you're asking ๐ You're allowed two 30 day free entries by land in a calendar year (Jan 1 - Dec 31)
you are not going to be able to Stay in Thailand using Visa Exempt Entry, extensions and tourist visas. There's going to be a time when Thai Immigration Officers question you and possibly DENIED entry and sent back to Germany at your expense. They are more strict now than before COVID.
