I totally understand your sentiment about tourists ending up on the sidewalk but they are generally young people on their first visit to Thailand, I on the other hand am an older person who lived there previously. It is crazy and unsafe to force people to carry more cash than they need to.
I left Thailand in April, I had an ED visa for 1 year before I left and before that I had a non O volunteer visa for the previous year. I am now living in Vietnam but I need to leave to renew my visa which will take 1 day, I have my return flight and hotel booked and have no intention of staying in Thailand. It just seems crazy expecting someone travelling on such a short visit to be carrying such a sum of money.

when the IO opens the envelope to check what is inside, I have clearly seen 1000 baht notes inside. I would not say that makes me interesting but it did prick my interest. Just because you haven't seen something or you don't believe something does not mean it isn't going on.
maybe I am looking in a different place to you but I assure you I have seen this happen at every 90 day report I have done in Thailand and the envelopes were always white.
