what I mean is that my COE is pre approved and then they give 15 days time to submit the flight and asq details, mine has only 4 days and 15hrs left, so I was wondering it might be too late already for them to process it.

They won't remove the ASQ any time soon, in fact they are thinking of increasing it from 15-21 days.

Either you visit your state police department and get a character/police clearance from them or you visit the local magistrates office, if you have one in US, they should issue a criminal record certificate for you.

As rightly said by Physicists, Professor Michio Kaku, that there could be three types of civilizations in the universe, type 1, type 2, type 3. Type 1 is a planetary civilization, a civilization that has outgrown their differences and taken full control of the resources of their planet. Type 2 is a solar civilization and type 3 is a galactic civilization. I understand that these unnatural laws are in place, what I am trying to say is that these laws are funny and unwanted at the same time when we speak from a planetary perspective, when we see all humans as one race and picture a scenario where we live in harmony with eachother and other species, this premitive model of civilization and borders falls like a house of cards.

De Mace you don't understand buddy. These humans made laws are unrealistic and impractical. Nature does not recognise these walls and imaginary boundaries that we humans have made to seperate ourselves from ourselves. A deluge does not mark its path based on what is so called deplomaticaly allowed, it destroys whatever comes in its natural trajectory. I hope you get the more realistic point
