Can I skip the 90-day TM47 report in Thailand and only pay the fine, and how can I set reminders for it?

If you ignore it you are looking at a 5000 baht fine, plus 200 baht a day from the due date until you file it. So if you never do it, you could be looking at a 60k baht fine

If you are going back to Phuket shouldn't be a problem. But any other port of entry the IO could ask. Depends on his attitude

Can you? Yes. But if the IO officer asks to see a return ticket you could be denied entry. Also better have 20k baht in cash on you.
