Why are immigration queues at Don Mueang Airport so long?

There are positions for 2 immigration officers per desk (2 queues). Instead of 2 officers working at each one there was only 1.

Very inefficient. Didn't help that the 'queues' were 5 lines wide and then at the front they tried to merge into one, because Mainland Chinese people can't stand in single file.

Took 3 hours to clear immigration. No questions from the IO and no request to see 20,000 baht (I was carrying plenty more than that just in case).
