Assume a 60 day Tourist Visa and I stay 20 days in a Bangkok hotel, 10 days in private Bangkok residence (say no TM30 req'd in BKK) then 20 days in Pattaya (50 days) and then apply for 30 day extension in Jomtien. Surely Jomtien Immigration will fine me for the TM30 gap in my national file by saying I probably was in Pattaya for those earlier 10 days??? (I cannot prove them wrong if Bangkok Immigration say dont bother us ie no evidence).

You can apply for an extension of stay in Bangkok, Chiang Mai and Phuket when you have 45 days or less left on your current stamp. Other offices sare 30 days or less, and Jomtien is 15 or less 　

There is no down side to applying early (if the office will let you) because they ADD the 30 day extension to your current expiration date.

Bangkok also requires to report. Bangkok Immigration office just doesn't care if you were reported or not at the time of your extension of stay application for tourist purpose right now.

Your date of arrival inside Thailand has NOTHING to do with the report of address. You report when staying in private residence within 24 hours after arrival at the address. Where you stayed before is irrelevant. You will not get a fine if hotels in other areas did not report you.

It is ordered by law, BUT if you don't need any visit to your local Immigration nothing will happen. It is only enforced at several Immigration Offices when you apply for Extensions of Stay or Visa. Those who not care, seems to have no problem with the fine of 1.600 Thb.

You do not need any proof of compliance. You only need to report when you arrive at your private address.

in Koh Samui we don't have this kind of problem, immigration don't need you TM30 everytime :)

I think easier to pay the 1600, if they ask ,

Then worry worry and waste time at immigration

Within 24 hours of arriving at Jomtien go to immigration and do the TM30 and the extension

Or just go to immigration in Bangkok and extend before you go.
