What should I do if my Thai visa application is delayed and I haven't received a response before my flight?

I applied in France. It took 39 days for reply last week. I had already left on my booked flight using 30 day visa exempt. Visa denied as my departure date had past, with a message that the process takes 30-45 days

The Thai Embassy in Paris clearly states that The time from submission of your file to visa authorization (or refusal) is a minimum of 5 weeks. I would wait for at least that period before contacting them because they also state "It is your responsibility to allow sufficient time for the visa application".

May I ask... WHY difficulty you submit your application to the Thai Embassy in Paris rather than the one in Morocco ?

You are not 🚫 eligible for Visa Exempt Entry or even VOA Visa on Arrival

And as you have your application submitted to the Thai Embassy in Paris, you will have to wait until they decide what they will do.

I researched the subject of Thai Visa for Morocco passport holders and did not find anything other than you MUST have a Thai Visa for your visit to Thailand.
