Apathetic friend arrived back in Thailand on 7 March, since then he has done nothing, no amnesty stamps, no embassy letter, nothing. Where does he stand regarding the amnesty? (His embassy are no longer issuing letters).

Wow, and they did NOTHING since they showed up here more than SEVEN MONTHS ago? Talk about being lucky and having things work out for them..
IF they never got their 30 day 'regular' extension they could go to the immigration office in the area where they live and ask about it although not all offices offer it. OR they can also ask about the upcoming 60 day extension (the one that supposedly doesn't need the embassy letter).
Other than that, as people said, they're good until Oct 31st, so I'd suggest they check with their immigration office sooner rather than later. ;)

He is fine under amnesty until 31st October.
If he wants to prolong it until 30 Nov (30 Dec in changmai/huahin) he needs to provide embassy letter or reason to stay. So far that's the deal, might change cuz it's Thailand.
