Why it ever took 14 days is beyond me. Even 7 days is way too long. Every other country can issue a tourist visa in 2-3 day tops. Even "paranoid" countries like Myanmar with bad relations with western countries.

for example, as a German in the Philippines, I cannot apply for the 60day visa. I need to be in Germany to be allowed to apply.

So I am surprised that the Thai Embassy in USA accepts applications from non-US citizens

I think you may have been misinformed. For example, I’m American. If I were in Vietnam for a month and decided I wanted to see Thailand for a few months next, it would be ridiculous to require me to fly all the way back to the states just to apply for a 60 day tourist visa. If it were true, Thailand would lose a huge amount of tourists who want to travel around the region.
